Mission: Justice for Families
What We Do
Three pillars that drive everything we build
Educate
We build free, accessible resources — guides, templates, and frameworks — that give families the knowledge to navigate complex investigations with confidence.
Empower
We equip families with digital advocacy tools, case file systems, and media strategies so they can bring their loved one’s story to the attention it deserves.
Advocate
We push for systemic change — working to reform how cold cases are handled at the state and federal level so that no family has to fight alone.
Who We Serve
Built for everyone who refuses to let justice go cold

— Jolynn Rice
The Story Behind the Mission
A families personal loss became a professionally-built national resource
The Cold Case AdvocacyHub was born from the unsolved homicide of Kristin O’Connell in Ovid, NY in 1985 — and the realization that thousands of families across the country face the same silence, the same frustration, and the same desperate need for a roadmap.
Founder Jolynn Rice brought something rare to this mission: a certified legal investigator’s training, a Master’s in Community Psychology, and over 15 years building operational systems inside SaaS and intelligence data platforms. That professional foundation is why the AdvocacyHub is structured — not just heartfelt.
What started as one family’s fight has grown into a scalable platform designed to serve families nationwide — built with the same rigor Jolynn applied to enterprise onboarding systems and product operations.
